Andrew Duarte was born February 17, 1995 in Oakland, California.
Duarte was a 2013 graduate of Berean Christian High School, Walnut Creek, California and graduated Summa Cum Laude in 2016 from California University of Pennsylvania with a Bachelor's degree in Criminal Justice/Police Science. He served as a seasonal officer with the Ocean City, Maryland Police Department during the summer of 2016. Duarte joined the Denver, Colorado Police Department where he worked from 2017 to 2022. Duarte joined the West York Borough Police Department in Jine of 2022.
On Saturday, February 22, 2025, Officer Duarte was on routine patrol in West York Borough when a call was put out for an armed suspect with hostages and shots fired inside the UPMC Memorial Hospital on Innovation Drive in West Manchester Township. West York and West Manchester Police Departments routinely provide assistance in their adjoining jurisdictions. Officer Duarte immediately responded to the call for assistance.
At the hospital, officers were informed that a gunman had taken hostages and had fired shots on the second floor of the hospital in the Intensive Care Unit. Duarte was part of a team that advanced to the area where they encountered the gunman with a hostage. The gunman, using the hostage as a shield, ordered the officers to retreat, which they did to ensure the safety of the hostage and develop a hostage rescue plan. The gunman eventually emerged, firing shots at the officers. Police officers returned fire. Three police officers were struck by gunfire. The gunman was killed. Duarte was shot by the gunman, and retreated to cover. Seeing another wouded officer exposed in the hallway, Duarte left his area of cover to drag the other wounded officer to cover, where Duarte collapsed. Officer Duarte was transported to York Hospital where he succumbed to his injuries.
